Title: Regulatory + Policy Analyst – PeopleForBikes Coalition

The PeopleForBikes Coalition is seeking a full-time employee to fulfill a regulatory
and policy analyst position. This employee will advocate for pro-bike policies
to improve bicycle infrastructure and increase participation. This person will
also formulate bicycle industry-related policy and regulations to proactively
position the bike industry and get ahead of potential threats. This employee will
work with other members of the PeopleForBikes government relations team to implement
organizational policy initiatives, track legislative activity in all 50 states,
analyze laws and regulations, report to stakeholders, and advocate for
positions supported by the bike industry.
The PeopleForBikes Coalition is the U.S. bicycle industry association that works to unite millions of Americans, thousands of businesses, and hundreds of communities to make bicycling better for everyone. PeopleForBikes works to increase government bike project investments, improve bike infrastructure and related policy, support bike industry initiatives, award grants to support innovative local bike projects, promote bicycling and its benefits, and back crucial local and national efforts that support bicycling initiatives. We are a member-based organization whose constituents consist of companies in the bicycle industry.
The core functions of this position include policy analysis, development, and implementation. This may involve engaging lawmakers and regulatory officials in city councils, administrative agencies, state legislatures, and Congress. This job is much more than a research and writing position. The ideal candidate will be able to formulate policy proposals and build the coalitions needed to put them in place. The subject matter will be diverse and may include policy work related to transportation, infrastructure, traffic laws, trade, tax, natural resources, environmental issues, public lands, and consumer product regulation. The ideal candidate for this position will have previous policy work experience and the ability to build and manage relationships and juggle competing priorities.
Our desired qualifications include:
- Writing skills – The ability to write clearly and concisely, including the skill to condense public policy language into terms that non-experts can easily understand.
- Legal and Policy Analysis – Strong policy analysis and research skills. Formal education in law or public policy is desirable.
- Outgoing with a desire to build relationships – This position will require frequent communication with colleagues, stakeholders, partners, and policymakers.
- Project Management – Ability to direct multiple projects and meet deadlines in a sometimes chaotic environment.
- Fast Learner – Must be able to quickly master new subjects and be the expert for constituents as unexpected policy challenges arise.
- Born Communicator – Persuasive speaker who is comfortable explaining the power of the bicycle industry to lawmakers or presenting policy updates at conferences or on webinars.
- Tech Adept – Able to use a variety of search engines and database tracking tools to manage projects, capture trends and produce reports, as well as basic office software (Google suite, Word, Powerpoint).
- Collaboration – Ability to communicate and work efficiently with a variety of partners including suppliers, retailers, local advocacy groups and other stakeholders.
- Motivated – Strong work ethic and self-directed. Able to work independently, accomplish assigned tasks, and meet critical deadlines.
- Willingness to Travel – PeopleForBikes is national association and our projects extend across the United States. The person who fills this position should expect a travel schedule of up to 20 percent of working hours.

Responsibilities of this position include:
- Maintaining the PeopleForBikes state legislative tracking system to monitor industry-related legislation in all 50 state legislatures.
- Formulating policy positions and implementing advocacy plans with the PeopleForBikes government relations team and industry stakeholders.
- Convening regular conference calls with industry stakeholders to discuss current policy issues.
- Implementing public-facing campaigns and action alerts in concert with the PeopleForBikes communications team.
- Researching, writing, and editing white papers, handouts, board reports, and general summary documents on key findings.
- Assisting or managing campaigns to pass state e-bike legislation.
- Hosting policy webinars with key stakeholders and supporters.
- Initiating outreach to assess and learn more about important industry issues.
- Other duties as assigned.
The ideal candidate will have 2-4 years of experience with advocacy, lobbying, or related policy work. Experience within government or implementing policy initiatives at another industry trade association is highly desirable.
